1) Have an idea of what you want your site to do for you. What is the goal? Which goals are more important than others? What problem will this site solve?

2) Decide who the audience is that you want to attract on your site. If that audience isn't properly researched, it's tough to write or say anything meaningful about them. This may include researching what blogs and community sites they already read; what their concerns are, or what it is they think about something specific. You will be writing to them and for them. Getting inside their head will give you a leg up on many people who have websites, but don't understand exactly who they are trying to reach.

3) Decide on your niche. What does this site do, or not do? How does it distinguish itself from other sites? If you decided in the previous step that your site wanted to solve a problem, you may want to keep researching that problem until you feel confident that you know every possible angle and how it can be served by your website.
